Used EV Tax Credit in Illinois (2025)
Illinois residents purchasing a qualifying used electric vehicle in 2025 are eligible for the federal Used Clean Vehicle Credit of up to $4,000. The vehicle must cost $25,000 or less, be at least two model years old, and the buyer's income must fall within federal limits. Illinois also offers rebates through the Illinois Electric Vehicle Rebate Program for new EVs, but used vehicle buyers primarily benefit from the federal credit.
Illinois has a flat state income tax rate, and the federal used EV credit offsets federal — not state — tax liability. The credit is nonrefundable at the federal level, so buyers need enough federal tax liability to use the full amount. Illinois buyers with significant state tax bills should not expect the federal credit to reduce what they owe to Illinois.
Proper documentation includes the IRS seller report from the dealer, the vehicle's VIN, and the bill of sale confirming the purchase price. Illinois buyers should ask their dealer whether they are IRS-registered to transfer the credit at point of sale, an option that can reduce the upfront vehicle cost and simplify the tax filing process.
